Sex Offenders Convicted of Offenses Against a Minor
Purpose. Dealing with the registration of persons convicted of crimes designated as sex offenses related to the use of public libraries on persons convicted of crimes designated as sex offenses against minors. The Sibley Public Library has adopted this policy to ensure compliance regarding restrictions on public library access.
This policy applies only to a person convicted of a sex offense against a minor. All others are allowed access to the Sibley Public Library under the same terms and conditions as the public.
A person who has been convicted of a sex offense against a minor may not be present upon Library Grounds without the written permission of the Library Board. In addition, a person who has been convicted of a sex offense against a minor may not “loiter”, as defined in Iowa Code Section 692A.101(17), on or within 300 feet of the Library Grounds. Any person found to be violating these provisions will be immediately reported to law enforcement.
Persons barred from library property under the law may remain eligible for library service. It is the responsibility of the library user to arrange for a courier to select, check out, and return materials to the library through possession of the library user’s card. Under any of these circumstances, the sex offender convicted of a sex offense against a minor will remain responsible for all activity on their library card. The library user may access information and resources via the telephone, email or the library’s website. Persons barred from library property under the law will not be served by the library’s homebound delivery service.
